TAMILNADU STATE AIDS CONTROL SOCIETY (TANSACS) is supported by NATIONAL AIDS CONTROL ORGANIZATION (NACO) with funds and commodity required to run the program. Majority of the programs are implemented at State level with clear directions from NACO. HIV diagnostics and treatment kits are supplied by NACO through a centralized procurement system, based on requirement, to the state and from state warehouse it is re-distributed to 16 of the district level warehouses and from there to the respective facilities.

This SCM software in layman language will give a clear cut idea on

how many people got tested at one facility,

how many kits were used,

number of positivity and the profile of the clients tested like ANC, HRG, General Clients

On the whole, state level officials at TANSACS, will know what and which services have been provided on any particular day at any given point of time, across the state, on one click.

Managing supply chains for these commodities is a unique challenge given that HIV treatment requires lifelong therapy with adherence rates above 95 percent, and that few or no substitutions can be made for many commodities if a stock-out occurs.

Since stock-outs at health facilities can result in treatment interruption that can quickly lead to viral resistance or missed opportunities for diagnosis, Project Director of TANSACS has come out with a sustainable solution of developing an user-friendly supply chain management system to manage the supply of STI, HIV and AIDS commodities and ensure an uninterrupted supply in the state. This in-house developed supply chain management system is launched in Feb 2016 and after a month’s time of trial period is in operation from March 2016.

Right from managing the supply chain, this software also provides lot of analytical information with graphical representation which facilitates timely programmatic interventions on need basis. Some of the salient features of this software are Employee Master, Inventory Master, Message board, Indent in, Indent out, tracking stock in transit, tracking referral linkages between facilities, with division wise daily analytical reports.

With all these salient features, this SCM software also will be of immense use and can be a data bank for the state health department on the whole, as commodity consumption patterns, blood utilization patterns and for what ailment blood is required in the state.

For instance, the SCM software can help in knowing, to what extent blood supply is needed to cater to trauma cases, for maternal anaemia , and like that to various ailments in the state with geographical requirements.

TANSACS SCM is to monitor the utilization of diagnostic, storage and treatment kits on a daily basis at all the facilities and district level on a real time basis.

This new SCM software has networked all the facilities with the State and district level warehouses with internal control mechanisms like the mandatory approval systems at various levels, for indenting in and out of any facility - a foolproof mechanism. Also since the stocks at various points of the state can be viewed in one click, intra state transfers can be easily planned.

The software also provides options for multiple report generation facilities with which the entire program for HIV intervention can be planned for the state, as who, when, where, what and why are all answered in this software which will provide enormous clues for overall Program Management.

Salient features of the SCM software of TANSCS are

EMPLOYEE MASTER:

It displays the complete details of a particular Employee’s Profile – Name, Sex, DOB, Marital Status, Contact Details, Qualification, Date of Joining, Department, etc.., new employee details can be added.

INVENTORY MASTER:

It displays details about medicines, assets like office and lab equipment, vehicle, furniture, etc., new inventories can also be included.

FACILITY MASTER:

It displays details regarding hospitals in TamilNadu and details about new hospitals can also be added.

WAREHOUSE EDITOR:

It shows the list of warehouses in different districts in TamilNadu and also has the links for the respective warehouses.

STOCK IN TRANSIT:

It shows the details about the stock in transit to various districts with respect to date and time.

SPENDING APPROVAL:

It has a complete record of the stock sent from one facility to another including the product name, batch no, quantity, name of the person initiated the transfer, date of transfer, etc.,

INDENT IN:

Details about local supplies, which can be added by the facility themselves.

INDENT OUT:

Product from one facility to another can be sent using this feature.

REPORTS:

Accurate details about daily, monthly, defaulters, expiry track, warehouse, stock, status, follow-up, indent reports can be generated by a click.

CLEAR UTILISATION:

In case of wrong entry the details can be edited through this feature.

MESSAGE BOARD:

It’s like a mini twitter an employee can update the status to head office through this feature.

BROADCAST MESSAGE:

Facilitates the Project Director and HODs can send message to the employee’s through this feature.

DISCREPANCY STOCK:

It manages the stock with discrepancy

ASSET ENTRY:

The facility asset can be updated through this feature.

ADJUST STOCK:

The mismatch stock can be edited and corrected through this feature.

Referral and Linkages

It helps to find out the lost Positive Patients. The Linkage report contains ICTC – ART Follow up report, BTS – ICTC Follow up report and STI – ICTC Follow up report

ICTC – ART Follow Up report

The ICTC patients can be referred to the ART centres

It displays the following details in the report like PID, Category, Type of Referral, District , Tested date, Result date, Referred date etc.,

It is easy to follow the patients with the above details

BTS – ICTC Follow Up report

The BTS patients can be referred to the ART centres

It displays the following details in the report like Institution, Discarded date, Bag, Collection date Year Type of Referral, District , Tested date, Result date, Referred date etc.,

ICTC – STI Follow Up report

The ICTC patients can be referred to the STI centres

It displays the number of counts of the patients

Analytical Reports

Integrated Counselling and Testing Centres (ICTC)

The Drugs like KIT 1, KIT 2, KIT 3, KIT 4 WBFP of Mobile ICTC analytical report can be updated in the following categories

It shows the details of the Tested count and Reactive count.

For the Department HOD and others convenience, the Pie Chart is used for the pictorial representation to display the details in the top

The user can view the report as consolidation of all the facilities in the state and also option to select and view the particular district, particular facility and facility wise

Mobile ICTC

The Drugs like KIT 1, KIT 2, KIT 3, KIT 4 WBFP of Mobile ICTC analytical report can be updated in the following categories

It shows the details of the Tested count and Reactive count.

The user can view the report as Cumulative of all the facilities in the State and also option to select and view the Particular district, particular facility and facility wise

Facility Integrated Counselling and Testing Centres (FICTC)

The Drugs like KIT 1 and KIT 4 WBFP of FICTC analytical report can be updated in the following categories

It shows the details of the Tested count and Reactive count.

Only the KIT 1 and KIT 4WBFP will be displayed

Designated STI / RTI Clinics (DSRC)

The syndromic management color coded kits and RPR can be updated in the below given categories.

It shows the details of the Tested count and Reactive count.

Blood Transfusion Services (BTS)

The utilised blood bag details can be updated in the following categories like Whole Blood, Packed cells, Platelets, FTP, Cryoprecipitate and Cryo-poor plasma

The user can view the blood availability of the whole facility and particular facility

Care, Support and Treatment (CST)

The Drug distribution details can be updated in the following categories like Male, Female, AN Mother, TS/TG, Child-Male, Child-Female

Targeted Intervention (TI)

It shows the distribution of the Condom details of all the facilities and also shows the Tested count details

Daily Analytical Discrepancy Report

This report contains for the following departments like ICTC, Mobile ICTC, FICTC and STI.

It shows the difference count between the Utilised and Tested in the report.Reactive Analysis Report

This report shows the complete district wise , State wise, Facility wise details of the Number of Reactive Patients.
